		<description>If the Clean Water Act is enforced, there should be no hypoxia events. The CWA is almost 40 years old now. It is the law of the land.  It must be enforced. There is no excuse for hypoxia in nearshore marine habitats in 2008. If we don&#039;t enforce our laws we have nobody but ourselves to blame.
